For sixty years, behind those marbled walls, A labyrinth of waste grew day by day— Where billions meant for aid would lose their way, Through endless forms and bureaucratic halls. Now truth breaks through, and ancient structure falls, As bold reform sweeps cobwebs clean away. "A ball of worms," the billionaire would say, And through his words, a new efficiency calls. Six hundred screens go dark—a needed change, As decades of entrenched disorder end. The time has come to build anew, at last. No more shall foreign aid so wildly range; Now private hands may better help extend The work that government has fumbled past.
